Reform in criminal law—whether in the area of substantive law, procedural law, or penal execution—is one of the major challenges faced by every nation. It is deemed a major challenge because the issue of reform is a “cross-generational” matter. Criminal law reform is not only the responsibility of the present generation but also of future generations. As long as criminal law remains the tool for addressing all forms of crime, Indonesia must remain committed to continuous reform efforts.
