Rushed Recodification of the New Criminal Code and Criminal Procedure Code: The Paradox of Criminal Justice System Reform

Reform of the criminal justice system is not measured by the novelty of provisions or the thickness of statute books. Reform is measured by the protection of citizens, the control of state power, and access to justice. If these are the benchmarks, then new codifications should be treated as a starting point for continuous improvement, not as a signal that reform has been completed.
