Before looking forward it is always a good idea to look back to see where one has come from. The cliché that hindsight is 20/20 tells only half the story as it is this hindsight that allows for some general predictions of what the future holds to be made and to get a grasp of what direction, in this case the House of Representatives (DPR) is heading. This should be no different for the DPR than for any one else or any other institution, perhaps even more so for the DPR as it is the peak peoples representative institution, at least in terms of developing, debating, and passing legislation.
