20% Concessions Rule for Persons with Disabilities Introduced Across 10 Sectors: Business Actors Stand to Gain Licensing and Promotional Incentives

The government has issued Regulation No. 31 of 2026 on Concessions for Persons with Disabilities and Incentives for Companies (“ Regulation 31/2026 ”). Regulation 31/2026 will now serve as an implementing framework to Law No. 8 of 2016 on Persons with Disabilities (“ Law 8/2016 ”), [1] which requires the government to provide incentives to private companies that employ persons with disabilities, as well as tourism businesses that operate accessible travel services for persons with disabilities.
