Agencies and Foreign Employers Subject to Mandatory Verifications and Potential Blacklisting in Response to Problematic Conduct

The Minister of Indonesian Migrant Workers Protection/Indonesian Migrant Workers Protection Agency (“ Minister ”) has issued No. 4 of 2026 on Placement Cooperation Agreements, Agency Agreements, Business Partner Requirements and Verifications of Business Partners, Employers or Principals, as well as Indonesian Migrant Worker Request Letters (“ Regulation 4/2026 ”). This framework establishes rigorous endorsement, verification and monitoring provisions for the overseas placement of Indonesian migrant workers (Pekerja Migran Indonesia– “ PMI ”), including commercial and fishing vessel crews.
