The Minister of Finance (“ Minister ”) has issued Regulation No. 22 of 2023 on the Agglomeration of Tobacco Products Factories (“ Regulation 22/2023 ”) in order to ensure ease of doing business for tobacco-product manufacturers that comprise small- and medium-scale industries and micro-, small- and medium-scale enterprises (collectively referred to as “ Manufacturers ”) through the formation of agglomerations of tobacco-product factories.
