ATR/BPN Strengthens Digital Land Registration Framework: e-Certificates Now Printable by Rights Holders via Certificate Printing Machines at Local Land Offices

In 2023, the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency (“ Minister ”) issued Regulation No. 3 of 2023 on the Issuance of Electronic Documents for Land Registration Activities (“ Regulation 3/2023 ”). As its title suggests, Regulation 3/2023 established an initial legal framework that specifically addressed various electronic land registration services, including the issuance of Electronic Certificates (“ e-Certificates ”) and Electronic Land Books (Buku Tanah Elektronik– “ BT-el ”), as well as the use of electronic signatures and electronic seals during processes of land administration.
