Back in 1970, the Indonesian Government issued Law No. 1 of 1970 on Workplace Safety (“ Law 1/1970 ”), which mandated the establishment and organization of Occupational Health and Safety Supervisory Committees (Panitia Pembina Keselamatan dan Kesehatan Kerja– “ P2K3 ”). In order to implement this Law, the Minister of Manpower (“ Minister ”) previously issued Regulation No. PER-04/MEN/1987 on P2K3 and Procedures for the Appointment of Workplace Safety Experts (“ Regulation 4/1987 ”). Under Regulation 4/1987, any workplace that meets certain conditions (e.g. has at least 100 employees) must establish a P2K3, which will ultimately be the responsibility of the relevant employer or management (collectively referred to as “ Employers ”).
