The House of Representatives recently passed a Bill on Multi-Dwelling Units (“Bill”) to accommodate the vast development of multi-dwelling units (Rumah Susun) in Indonesia, which were not sufficiently addressed by the previous law, Law No. 16 of 1985 (“Law 16/1985”) regarding the same issue. As highlighted in Article 3 (c) and (e), the Bill also serves to reduce and prevent the growth of informal settlements or slums, and accommodate the social and economic needs of low income people, which was the main reason Law 16/1985 was issued.
