In response to rapid international developments in shipping telecommunications, the Indonesian Government, through the Minister of Transportation (“ Minister ”), has issued Regulation No. PM 4 of 2023 on the Organization of Shipping Telecommunications and Vessel Traffic Management Services in Indonesian Territorial Waters (“ Regulation 4/2023 ”), which introduces a number of adjustments to shipping telecommunications arrangements, licensing processes and the governance of shipping traffic within Indonesia. [1] Regulation 4/2023 has been in force since 15 February 2023 and simultaneously repeals and replaces the previous legal framework that addressed shipping telecommunications, specifically Regulation of the Minister No. PM 26 of 2011 (“ Regulation 26/2011 ”).
