BUMN-Exclusive Coal Exports to Take Full Effect in 2027: December 2026 Transition Deadline Set for Existing Exporters

The Minister of Trade (“ Minister ”) has issued Regulation No. 15 of 2026 on Export Policies and Arrangements for the Strategic Natural Resource Commodity of Coal (“ Regulation 15/2026 ”). The enforcement of Regulation 15/2026 has now resulted in the repeal and replacement of various provisions that specifically address requirements, information and Surveyors’ Reports (Laporan Surveyor– “ LS ”) [1] for coal exports, as were originally set out under Regulation of the Minister No. 23 of 2023 on Export Policies and Arrangements, as amended several times, most recently by Regulation of the Minister No. 12 of 2026 (collectively referred to as “ Regulation 23/2023 ”).
