In 2024, Indonesia’s Minister of Finance (“ Minister ”) established Regulation of the Minister No. 82 of 2024 on Procedures for Excise Exemptions (“ Regulation 82/2024 ”), which primarily set out compliance procedures for the securing and utilization of excise-duty exemptions. Regulation 82/2024 now further specifies the various categories of excisable goods (e.g. ethyl alcohol and tobacco products) that are considered eligible to enjoy exemptions, establishes various utilization limits and also requires business actors to secure Exemption Identification Numbers (Nomor Pokok Pengguna Pembebasan– “ NPPP ”) before they will be able to legally utilize exempted excisable goods.
