Draft Bill on One Data Indonesia: Data Sovereignty Takes Center Stage as Non-Compliant Cross-Border Transfers Risk Seven Years Imprisonment

The House of Representatives (Dewan Perwakilan Rakyat– “ DPR ”) has prepared a Draft Bill (“ Draft Bill ”) on One Data Indonesia (Satu Data Indonesia– “ SDI ”), which would elevate the SDI framework currently set out in Regulation of the President No. 39 of 2019 on SDI (“ Regulation 39/2019 ”) to the statutory level. [1] The Draft Bill was approved by the DPR for enactment into law during a plenary session on 6 October 2026, although this analysis is based on the version of the Draft Bill available to Hukumonline at the time of writing.
