The Legislative Body of the House of Representatives (Dewan Perwakilan Rakyat– “ DPR ”) recently commenced deliberations of the Draft Bill (“ Draft Bill ”) on the Second Amendment to Law No. 12 of 2011 on the Establishment of Laws and Regulations (“ Law 12/2011 ”). [1] Moreover, Decision of the Constitutional Court No. 91/PUU-XVIII/2020 (“ Decision 91/2020 ”), which specifically addresses a petition for a formal judicial review of Law No. 11 of 2020 on Job Creation (“ Job-Creation Law ”) [2] , also mandates that a legal basis for the omnibus method of formulating laws and regulations is required.
