
Draft Third Amendment to Electricity Bill: RUKN and RUPTL Non-Compliance to Soon Result in Administrative Sanctions
Initially introduced in 2009, Law No. 30 of 2009 on Electrical Power, which has been amended several times, most recently through Regulation of the Government in Lieu of Law No. 2 of 2022 on Job Creation (collectively referred to as “ Law 30/2009 ”), has been serving as Indonesia’s umbrella framework for the organization of activities associated with the provision and utilization of electrical power. [1] However, the implementation of Law 30/2009 has not been running entirely smoothly, as various issues and challenges have arisen over the years, including issues relating to the utilization of new and renewable energy (Energi Baru dan Terbarukan– “ EBT ”), as well as a prevailing lack of access to electrical power in remote, frontier and outlying regions of the country.
