The National Public Procurement Agency (Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah– “ LKPP” ) has enacted Regulation No. 2 of 2026 on E-Catalog in Government Procurement of Goods and Services (“ Regulation 2/2026 ”), replacing Regulation No. 9 of 2021 on Online Store and E-Catalog in Government Procurement of Goods and Services (“ Regulation 9/2021 ”). [1] Under this overhauled framework, LKPP unifies Online Stores as an integrated module within the E-Catalog system and authorizes Partner Managing Institutions (Mitra Instansi Pengelola– “ MIP ”) to finance, build, operate, and maintain the digital procurement infrastructure.
