Energy Licensing Overhauled: New Standards Introduce CCS Permits and Biofuel Blending Approvals with Strict Sanctions Applying

The Minister of Energy and Mineral Resources (“ Minister ”) has issued Regulation No. 7 of 2026 on Business Activity Standards the Implementation of Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko– “ PBBR ”) Within the Energy and Mineral Resources Sector (“ Regulation 7/2026 ”). Regulation 7/2026 has now simultaneously repealed and replaced the previous framework of Regulation of the Minister No. 5 of 2021 (“ Regulation 5/2021 ”), which addressed similar subject areas. [1]
