As part of the government’s 15th economic policy package, the Ministry of Transportation (“ Ministry ”) has issued Regulation No. PM 120 of 2017 on the Delivery Order Online Service for Imported Goods at Seaports (“ Regulation 120/2017 ”).In essence, Regulation 120/2017 aims to ensure more efficient services at seaports through the establishment ofthe Delivery Order Online (“ DO-Online ”) certificate, which functions as a confirmation that a consignment has been sent. [1] The DO-Online CertificateAs briefly summarized above, the DO-Online certificatefunctions as a confirmation that a consignment has been sent and is issued by shipping companies (or their proxies) to the owners of the goods (importers). The DO-Online service is being implemented in order to offer adequate cover for imports of goods and thus to hopefully improve the release of goods at seaports. [2] Furthermore, the DO-Online service is required to be implemented via online service systems by the following seaport companies (collectively refers to as “ Businesses ”): [3]
