The Minister of Health (Minister) has just issued Regulation No. 11 of 2016 on the Organization of Executive Outpatient Treatment at Hospitals (“2016 Regulation”) in the hope that a responsive, prompt, and comfortable health service will be on offer to the general public. [1] In nutshell, the 2016 Regulation introduces a new type of integrated, non-regular outpatient service which it calls “Executive Outpatient Treatment”. When utilizing this service, patients will be handled by both specialist and sub-specialist doctors in integrated-room facilities, as well as supported by advanced-medical equipment and infrastructure. [2] In addition, the 2016 Regulation also stipulates the procedures which have to be followed by participants in the National Public Health Insurance Program (Jaminan Kesehatan Nasional-“JKN”) in order to access such executive outpatient treatment.The 2016 Regulation is of relevance to hospitals which are either offering or seeking to offer this new type of service, as well as to the general public.Executive Outpatient TreatmentExecutive outpatient treatment (“Executive Treatment”) can be offered by both government-owned hospitals and public hospitals which have been designated as Class A, B or C facilities and have been accredited by an independent agency appointed by the Minister (“Eligible Hospitals”). [3] Any Eligible Hospital must ensure that the Executive Treatment is provided via a separate service route which does not interfere with the provision of regular health-treatment facilities. Moreover, any Executive Treatment service must be offered as a part of a one-stop service system. Through this system, all medical services, starting from initial registration and ranging through medical check-ups, supporting medical treatments, and other relevant services, are to be provided within a single service zone.
