In 2023, the Minister of Trade (“ Minister ”) introduced Regulation No. 23 of 2023 on Export Policy and Arrangements, which has been amended several times, most recently through the issuance of Regulation No. 9 of 2025 (collectively referred to as “ Regulation 23/2023 ”). This framework addresses a broad range of matters that specifically relate to exports (e.g. applicable requirements, business licensing procedures, exporter obligations and so forth). However, in an effort to further improve the ease of doing business for exporters and also streamline export-related licensing processes, the Minister has now decided to issue Regulation No. 5 of 2026 on the Fourth Amendment to Regulation 23/2023 (“ Fourth Amendment ”), which officially came into force on 1 April 2026.
