The Minister of Trade (“ Minister ”) has issued Regulation No. 12 of 2026 (“ Fifth Amendment ”), which is the Fifth Amendment to Regulation of the Minister No. 23 of 2023 on Export Policy and Arrangements, which has previously been amended several times, most recently by Regulation of the Minister No. 5 of 2026 (collectively referred to as “ Regulation 23/2023 ”). [1] The Fifth Amendment has now granted the Minister the authority to suspend, freeze or revoke export-sector business permits, as held by exporters and technical verification services, based on the national interest and the public interest or as explicitly mandated through Presidential Directives.
