As a part of Indonesia’s national commitment to the downstreaming of energy, the government has been encouraging the construction and establishment of domestic refinery facilities (“ Refinery Facilities ”) by banning exports of certain types of metal mineral commodities. Originally, the export ban was set to come into force on 10 June 2023, [1] however, this date was subsequently pushed back to 1 June 2024 when the Minister of Energy and Mineral Resources (“ Minister ”) issued Regulation on Continuation of the Construction of Facilities for Metal Minerals (“ Regulation 7/2023 ”). [2]
