As originally mandated under Law No. 5 of 1990 on the Conservation of Biological Natural Resources and Their Ecosystems (“ Law 5/1990 ”) and Regulation of the Government No. 5 of 2021 on the Organization of Risk-Based Business Licensing (“ Regulation 5/2021 ”), [1] and in a bid to provide greater legal certainty and improve the effectiveness of the organization of business licensing for the utilization of different types of wild plants and animals (Tumbuhan dan Satwa Liar- “ TSL ”), the Minister of Environment and Forestry (“ Minister ”) has now issued Regulation No. 15 of 2023 (“ Regulation 15/2023 ”), which has been in force since 29 November 2023.
