In a bid to boost the efficiency and effectiveness of the government’s national health insurance program, the Social Security Agency for Health (Badan Penyelenggara Jaminan Sosial Kesehatan– “ BPJS Kesehatan ”) has issued Regulation No. 7 of 2019 on Implementing Guidelines for Performance-Based Capitation Payments for First-Level Health Facilities (“ Regulation 7/2019 ”), which transforms the capitation payment framework from a commitment fulfillment-based system to a performance-based one. [1] It is believed that this transformation will ultimately improve the quality of the many services which are provided by first-level health facilities (Fasilitas Kesehatan Tingkat Pertama– “ FKTP ”) as part of the national health security program.
