In an effort to improve national energy security, reduce greenhouse gas emissions and further optimize the utilization of flare gas produced during upstream oil-and-gas business activities, the Minister of Energy and Mineral Resources (“ Minister ”) has issued Regulation No. 30 of 2021 (“ Regulation 30/2021 ”), which updates the prevailing procedures for determinations of allocations, utilization and pricing for flare gas from upstream oil-and-gas business activities (“ Flare Gas ”).
