The Minister of Forestry (“Minister”) has issued Regulation No. P.39/Menhut-II/2013 on Empowerment of Local Communities Through Forestry Partnerships (“Ministerial Regulation”). The Ministerial Regulation implements Article 99 (5) [1] of Government Regulation No. 6 of 2007 on Forest Management Planning and Forest Utilization as amended by Government Regulation No. 3 of 2008 (“Government Regulation”).
