Framework on Cargo Handling Competency Updated: Certification, Training or Work Experience Now Accepted

Back in 2021, Indonesia’s Minister of Transportation (“ Minister ”) issued Regulation No. PM.59 of 2021 on the Implementation of Water Transportation Service Business (“ Regulation 59/2021 ”), which has been serving as the primary set of guidelines that are used in relation to the operations of water transportation service businesses, including cargo loading and unloading activities (stevedoring). [1] Regulation 59/2021 also emphasizes that all cargo handling workers are required to have competency in loading and unloading activities, as evidenced by loading and unloading competency certification.
