Government Regulates the Construction of Small-Scale Domestic Oil Refineries

In line with governmental efforts to increase investment in domestic oil refineries, as well as to ensure the availability of oil fuel, the Minister of Energy and Mineral Resources(“Minister”)has issued Regulation No. 22 of 2016 on the Construction of Small-Scale Domestic Oil Refineries(“2016 Regulation”).The 2016 Regulation opens up the possibility of both public and private businesses engaging in oil-refinery activity on a limited scale by setting out a simplified set of requirements and procedures.
