The previous several months has seen considerable public debate and press coverage of the best mechanisms to deal with the growing problem of non-performing loans (NPL)(see ILD 29/5/2006) in the State and Regional-Owned Enterprise sector. This issue saw the Minister of Finance (MoF) actively request legal interpretation from the Supreme Court (MA) as to the definition of State Assets and Receivables. The MA issued an edict (fatwa) declaring the current legal interpretation, which has in turn led to the issue of this Government Regulation.
