Govt. Issues Guidelines for the Imposition of Administrative Sanctions and Coal Export Bans

As a follow-up to the implementation of Decree of Minister of Energy and Mineral Resources (“ Minister ”) No. 139.K/HK.02/MEM.B/2021 on the Fulfillment of Domestic Coal Requirements (“ Decree 139/2021 ”), the Minister has issued Decree No. 13.K/HK.021/MEM.B/2022 (“ Decree 13/2022 ”), which will now serve as a set of guidelines for the imposition of administrative sanctions, the ban on coal exports and the imposition of fines and the mandatory provision of compensation funds in relation to the fulfillment of domestic coal requirements.
