Govt. Overhauled the Risk-Based Business Licensing System

In June 2025, the Indonesian Government issued Regulation No. 28 of 2025 (“ Regulation 28/2025 ”) on the Organization of Risk-Based Business Licensing (Perizinan Berusaha Berbasis Risiko– “ PBBR ”), which aims to simplify the overall business licensing (Perizinan Berusaha- “ PB ”) process through the implementation of a risk-based licensing framework. Consequent to the issuance of Regulation 28/2025, the Government of Indonesia is required to update the Online Single Submission (“ OSS ”) system. Under Regulation 28/2025, the government has also committed itself to issuing relevant Implementing Regulations for this new framework by no later than 5 October 2025. [1]
