The Ministry of Environment and Forestry (“Minister”) has issued Regulation No. P.50/Menlhk/Setjen/Kum.1/6/2016 on Guidance for Borrow-to-Use Forest-Area Permits (“2016 Regulation”).The 2016 Regulation updates the provision on Borrow-to-Use Permits, which are mandatory permits for entities who are looking to utilize government-owned production and protected forest areas for the purpose of non-forestry activity, [1] as mandated by Government Regulation No. 105 of 2015 on the Second Amendment to Government Regulation No. 24 of 2010 on Forest-Area Utilization.
