The Ministry of Health (“Ministry”) has issued Regulation No. 11 of 2017 on Patient Safety (“Regulation 11/2017”) in a bid to improve the service quality of healthcare facilities through the incorporation of risk-management measures into all aspects of their services. [1] With this goal in mind, Regulation 11/2017 sets out updated provisions relating to the patient-safety system which were previously regulated under Ministry Regulation No. 1691/MENKES/PER.VIII/2011 on Hospital-Patient Safety (“Regulation 1691/2011”).The Patient-Safety SystemRegulation 11/2017 requires all healthcare facilities to implement a service system which ensures better safety for their patients. This system is widely known as the patient-safety system [2] and is to be established through the implementation of the following measures: [3]
