The Minister of Agriculture (“ Minister ”) has issued Regulation No. 17 of 2023 on Procedures for the Monitoring of the Trafficking of Animals, Animal Products and Other Animal Disease Carrying Media Within the Territory of Indonesia (“ Regulation 17/2023 ”), [1] which allows for animals, animal products and other animal disease carrying media (hewan, produk hewan dan media pembawa penyakit hewan lainnya– “ HPM ”) to be trafficked between regions or areas within single islands, within groups of islands and between islands that are located within the territory of Indonesia. [2] HPM trafficking should be carried out based on the animal disease statuses in the relevant areas (i.e. free areas, suspected areas, infected areas and outbreak areas) [3] and after various technical requirements relating to animal health have first been fulfilled. [4]
