The Minister of Trade (“ Minister ”) has once again issued a legal framework for the provision of simple packaged cooking oil (“ Provision of Cooking Oil ”) in order to meet public demand through the financing framework organized by the Palm Oil Plantation Fund Management Agency (Badan Pengelola Dana Perkebunan Kelapa Sawit– “ BPDPKS ”). This new legal framework is set out under Regulation of the Minister No. 3 of 2022 (“ Regulation 3/2022 ”). These matters were previously addressed under Regulation of the Minister No. 1 of 2022 (“ Regulation 1/2022 ”), which bore the same title. However, it has been declared that Regulation 1/2022 does not adequately address public demand for cooking oil at reasonable prices, and this previous regulation has now been repealed and replaced as a result.
