Housing Sector Compliance Overhauled: Real-Estate Developers Face New Annual Reporting and Incidental Inspection Requirements

The Director-General of Settlement Areas has issued Circular No. 6/SE/Dp/2026 on Technical Guidelines on the Format and Mechanism for the Fulfilment of Business Actors’ Obligations and Procedures for the Imposition of Administrative Sanctions for the Implementation of Risk-Based Business Licensing Within the Housing Sector (“ Circular 6/2026 ”). Broadly speaking, Circular 6/2026 will now serve as a set of implementing guidelines for Regulation of the Government No. 28 of 2025 on the Administration of Risk-Based Business Licensing [1] and sets out various technical procedures for business compliance and the enforcement of administrative sanctions within the housing sector.
