Imports of Cooling-System Based Goods Updated

The Minister of Trade(“Minister”)has issued Regulation No. 84/M-DAG/PER/10/2015 on Provisions for Coooling System-based Goods Imports(“2015 Regulation”). The 2015 Regulation aims to update the licensing procedures for the importation of cooling-system based goods.Prior to the 2015 Regulation, the same matter was regulated under Ministry Regulation No. 55/M-DAG/PER/9/2014 , as amended by Minister Regulation No. 47/M-DAG/PER/7/2015 (collectively referred to as“Previous Regulations”).Cooling-System Based GoodsCooling-system based goods (“Goods”) are goods that contain operational cooling systems or which use refrigerants in their systems as coolants or cooling mediums. [1] Such Goods, as defined under the 2015 Regulation, include, among others items, temperature-controlled engines, freezers, and so forth. [2] These Goods mostly utilize Hydrochlorofluorocarbons (HCFCs), which are known to be ozone-depleting substances [3] requiring strict control. [4] ImportsGoods can now be imported by businesses which have already secured an Importer Identification Number(Angka Pengenal Importir). [5] Previously, businesses had to also be acknowledged as Registered Importers(Importir Terdaftar) before any importation process could commence. [6] This document is no longer required under the 2015 Regulation.Furthermore, the 2015 Regulation limits the types of Goods that can be imported. [7] Goods that use HCFC-22 may not be imported at all, either full or empty. [8] PortsGoods can only be imported via the following ports: [9]
