Integration of Electronic IMB and SLF Application Processes

The Minister of Public Works and Public Housing (“ Minister ”) recently issued Regulation of the Minister on the Organization of Building Construction Permits and Building Worthiness Certificates through the Electronic Integrated Business Licensing Service ( “Regulation 19/2018” ).In essence, Regulation 19/2018 adjusts the organization of the Building Management Information System (Sistem Informasi Manajemen Bangunan Gedung– “ SIMBG ”), which is used to process Building Construction Permits (Izin Mendirikan Bangunan– “ IMB ”) and Building Worthiness Certificates (Sertifikat Laik Fungsi Bangunan Gedung– “ SLF ”) so that it is now integrated into the Online Single Submission (“ OSS ”) licensing system. [1] IMB CommitmentsAs is now widely known, the government has centralized the process for the securing of IMB through the implementation of the OSS system. Previously, IMB could only be applied for via regional governments. The OSS introduces the so-called “commitment-based license”, meaning that IMB applicants will now be able to secure IMB directly upon completion of the relevant electronic application process. The fulfillment of various application requirements must be then completed within a certain timeframe after the relevant IMB has been received.Under Regulation 19/2018, all applicants who have secured IMB are then required to satisfy their SIMBG commitments, which are the responsibility of the relevant regency/city governments or of the provincial government of the Special Capital Region of Jakarta.
