The Indonesian Government previously issued a May 2023 version of the Draft Bill on Consumer Protection (“ 2023 Draft Bill ”), which was included as a part of the 2023 National Legislation Program (Program Legislasi Nasional– “ Prolegnas ”). [1] However, in response to continued calls from business stakeholders for further deliberations, the 2023 Draft Bill was subject to further discussions before the most recent September 2025 version (“ 2025 Draft Bill ”) was ultimately listed under the 2025 Prolegnas. [2] When the 2025 Draft Bill ultimately comes into force, it will specifically repeal and replace Law No. 8 of 1999 on Consumer Protection (“ Law 8/1999 ”). [3] However, it should be noted that all related existing consumer protection provisions will remain applicable, provided that they do not contradict any of the content of the 2025 Draft Bill. [4]
