On 15 July 2021, Indonesia’s House of Representatives passed the Bill on the Second Amendment to Law No. 21 of 2001 on Special Autonomy for the Provinces of Papua (“ Law 21/2001 ”) [1] , which was subsequently promulgated as Law No. 2 of 2021 (“ Second Amendment ”).
