List of Draft Bills Proposed for 2020 - 2024 National Legislation Program

The National Law Development Agency of Indonesia (BPHN) has formulated a list of 86 draft bills that will be incorporated into the National Legislation Program (“ Prolegnas ”) for the 2020 - 2024 period.

From this list of 86 draft bills, the following five draft bills are being carried over from the House of Representatives’ (“ DPR ”) previous period of office: 1) Draft Bill on the Indonesian Criminal Code; 2) Draft Bill on Correctional Facilities; 3) Draft Bill on Industrial Design; 4) Draft Bill on Stamp Duty; and 5) Draft Bill on Cooperatives. These draft bills have been listed under the 2020 Prioritized Prolegnas, along with two additional draft bills, specifically: 1) Draft Bill on Employment Development; and 2) Draft Bill on Financial Relations within Central Government.

Most of the new list of priority draft bills have been proposed by ministries. However, a number of these prioritized draft bills were originally proposed by the Regional Representatives Council (“ DPD ”), including: Draft Bill on Islands, Draft Bill on Regional Competitiveness, Draft Bill on Renewable Energy and the Draft Bill on the Welfare of the Elderly. Meanwhile, the DPR itself has only proposed that the Draft Bill on the Indonesian Criminal Code and the Draft Bill on Correctional Facilities be included under the 2020 Prolegnas, while the Draft Bill on the Constitutional Court and the Draft Bill on Magistracy have been proposed for inclusion under the Prolegnas for subsequent years.

The DPR’s legislative body is aiming to complete the 2020-2024 Prolegnas list by 12 December 2019 or prior to the forthcoming government recess at the latest.
