In order to accommodate foreign filmmaking in Indonesia so that it does not conflict with Pancasila and a prevailing Indonesian cultural norms, the Minister of Education and Culture (“ Minister ”) has issued Regulation No. 48 of 2018 on Location Permits for the Production of Films in Indonesia by Foreign Parties (“ Regulation 48/2018 ”).
