LSD Map Incoming: New Paddy Field Controls Set to Reshape Land-Use Planning

The Coordinating Minister for Food Affairs (“ Minister ”) has issued Regulation No. 2 of 2026 (“ Regulation 2/2026 ”) on Working Procedures for the Integrated Team for the Control of Paddy Field Conversions (“ Integrated Team ”) and the Implementation Team for the Control of Paddy Field Conversions (“ Implementation Team ”). Regulation 2/2026 sets out the legal basis for the establishment of two teams, which will be tasked with determining the Protected Paddy Fields (Lahan Sawah yang Dilindungi– “ LSD ”) Map. The LSD Map will set out various types of geospatial information that identify areas of paddy fields that must be protected from conversion in order to support food security.
