As the largest archipelago in the world, Indonesia depends heavily on sea transportation to deliver both passengers and cargos between its many islands. Unfortunately, however, marine accidents are still relatively common in Indonesia. [1] In an effort to prevent and overcome such marine accidents, specifically by Indonesian-flagged, high-speed crafts (“ Crafts ”), the Minister of Transportation (“ Minister ”) has issued Regulation No. PM 61 of 2019 on the Seaworthiness of Indonesian-Flagged High-Speed Crafts (“ Regulation 61/2019 ”).
