The government is aware that the ongoing Corona Virus Disease 2019 (“ COVID-19 ”) pandemic, along with the various restrictions that are currently being imposed in order to prevent the spread of COVID-19, are having an adverse effect on many employment relationships between employers and workers/laborers (“ Employees ”), particularly in relation to working systems and the payment of wages. Therefore, in an attempt to maintain healthy employment relationships during the COVID-19 pandemic, the Minister of Manpower (“ Minister ”) has issued Decree No. 104 of 2021 (“ Decree 104/2021 ”) on the Guidelines for the Implementation of Employment Relationships During the COVID-19 Pandemic (“ Guidelines ”).
