The Director-General of Highways has issued Circular No. 11/SE/Db/2026 of 2026 (“ Circular 11/2026 ”) on the Implementation of Electronic Catalog (“ E-Catalog ”) E-Purchasing Through the Mini-Competition Method Within the Road and Bridge Construction Sectors. Circular 11/2026 has now officially repealed and replaced the previous regulatory framework that addressed this area, specifically Circular of the Director-General of Highways No. 08/SE/Db/2025 of 2025 on the Procurement of Road and Bridge Construction Works Through the Public Works Construction Sectoral E-Catalog (“ Circular 08/2025 ”).
