The Ministry of Energy and Mineral Resources (“Ministry”) has issued Regulation No. 28 of 2016 on Electrical Power Tariffs Set by the State Power Company (“Regulation 28/2016”). [1] Regulation 28/2016 redefines electricity tariffs for both post-paid and pre-paid consumers for electricity which is supplied by the State Power Company (PTPerusahaan Listrik Negara). These tariffs apply to various users, including households, businesses, industry, government offices and other consumers of electricity. Additionally, Regulation 28/2016 also sets out a provision on electricity-tariff subsidies which are to be granted to certain groups of customers.Prior to the issuance of Regulation 28/2016, these matters were regulated under Ministry Regulation No. 31 of 2014 , as amended by Ministry Regulation No. 9 of 2015 (“Regulation 31/2014”).Types of Electrical-Power TariffsRegulation 28/2016 sets electrical-power tariffs for the following groups of consumers: [2]
