In line with the promotion of electronic land registration, the Minister of Agrarian Affairs and Spatial Layout/Head of National Land Agency (“Minister”) has issued Regulation No. 7 of 2016 on the Format and Content of Land Certificates (“2016 Regulation”).The 2016 Regulation sets out a new format and mandatory content for land certificates, in conjunction with the launch of the new Computerized Land Affairs (Komputerisasi Kegiatan Pertanahan– “KKP”) system. [1] Previously, this matter was regulated under Ministry Regulation No. 3 of 1997 on the Implementing Regulation to Government Regulation No. 24 of 1997 on Land Registration, as amended by Ministry Regulation No. 8 of 2012 [2] (collectively referred to as the “1997 Regulation”).The 2016 Regulation is of relevance to any parties intending to register land titles.Land Registration via KKPThe 2016 Regulation states that land titles are now to be registered via the KKP system. Manual land registration, however, may only be undertaken if the KKP system is down due to one of the following scenarios: [3]
