New Guidelines for the Procurement of Goods/Services by BUMN

The Minister of State-Owned Enterprises (“ Minister ”) recently issued Regulation No. PER-08/MBU/12/2019 on General Guidelines for the Implementation of the Procurement of Goods and Services by State-Owned Enterprises (“ Regulation 8/2019 ”) in order to establish a more competitive, transparent and accountable procurement process, as well as to improve the overall business climate amongst state-owned enterprises (badan usaha milik negara– “ BUMN ”). With this goal in mind, Regulation 8/2019 updates guidelines for the procurement of goods and services, as previously set under Regulation of the Minister No. PER-05/MBU/2008 which bore the same title and which was amended through the issuance of Regulation of the Minister No. PER-15/MBU/2012 (“ Previous Regulation ”).
