In order to ensure continuous supplies of electrical power across communities located on small islands and in remote areas across Indonesia, as well as to expedite the de-dieselization program in support of the country’s overall national energy mix targets, the Minister of Energy and Mineral Resources (“ Minister ”) recently issued Regulation of the Minister No. 19 of 2025 (“ Regulation 19/2025 ”) on Hybrid Power Plants (Pembangkit Listrik Tenaga Hibrida– “ PLT Hibrida ”), which has been in force since 29 December 2025. [1] Broadly speaking, Regulation 19/2025 sets out a comprehensive framework that governs scope and permitted configurations, as well as the purchase and pricing mechanisms that will now apply to PLT Hibrida.
